## Differences Between Apartments and Land

An apartment is an asset combined with a residential function. The value of land varies greatly depending on the conditions for using each parcel. When choosing, first determine the purpose of the funds rather than focusing on the expected rate of appreciation.

Apartment floor areas and layouts are relatively standardized. Prices still vary by floor and orientation within the same complex. Even adjacent land parcels may have different access roads and slopes. It is difficult to apply the same price per unit area simply because a transaction took place nearby.

## What the 71.1% Share of Real Estate Assets Means

71.1% is the share of real estate in household assets. It does not refer only to apartments. It also does not mean that every household holds real estate in the same proportion.

This figure comes from a joint survey by the Ministry of Data and Statistics, the Bank of Korea, and the Financial Supervisory Service. The survey reference date was March 31, 2025. These statistics alone cannot explain the reasons for the preference for apartments. They also cannot be used as evidence that land offers a higher expected return. When assessing your own asset allocation, also consider your liabilities and cash holdings.

## Common Mistakes in Land Investment

A typical mistake is interpreting the characteristics of land as a guarantee of returns. Each claim below requires different evidence for assessment. Distinguish whether a purchase is possible from whether it is suitable as an investment.

Liquidity is the ease with which an asset can be converted into cash. If liquidity is low, it may be difficult to find a buyer when needed. A transaction may not take place even if the price is reduced. Low liquidity therefore cannot be used as evidence of price stability.

Land itself does not age like a building. However, the market price of land can decline. An apartment's price also includes the value of the land. Building deterioration alone cannot explain the apartment's entire price.

## Differences Between Small Purchases and Co-ownership Investments

Being able to buy for a small amount does not mean obtaining sole ownership. First confirm whether you are buying an entire parcel. Auctions and public auctions are merely ways to buy, not grounds for returns.

Article 263 of the Civil Act permits the disposal of one's own co-ownership share. However, disposing of or altering the entire jointly owned property requires the consent of the other co-owners. Selling a share must be distinguished from selling the entire parcel. The quotation is from Article 264 of the Civil Act. Confirm whether the area shown on the sales map will be registered under sole ownership. Acquiring a share alone does not grant an exclusive right to use that area. If there is a subdivision or development agreement, also check the conditions required for it to be carried out.

Compare development claims made by real estate sales firms with official documents. If the seller refuses to explain the lot number or no official notice can be found, there is insufficient basis for a decision. Do not determine the scope of the contract solely from the seller's proposed subdivision plan.

## Standards for Checking Roads and Land-use Zones

The possibility of construction is not determined solely by the name of the land-use zone. Road requirements and individual laws may also apply. First decide the intended use of the building and then check the requirements.

### Is Construction Impossible on Landlocked Property?

Landlocked property generally means land that does not directly adjoin a road. Road frontage requirements may apply to construction. However, there are exceptions, so not every landlocked parcel can be assessed in the same way.

As a rule, Article 44 of the Building Act requires a building site to adjoin a road for at least 2 meters. This standard was confirmed in the version that took effect on February 27, 2026. Whether a visible road qualifies as a road under the Building Act must be checked separately. The width of the road and the length of the frontage must also be reviewed. Proximity to a highway alone does not secure an access road. Confirm the requirements that actually apply with the local authority's building department.

### Can a Commercial Building Be Built in a Planned Management Area?

Designation as a planned management area alone does not guarantee that a commercial building can be constructed. You must check the building's specific use and restrictions under local ordinances. Nor can it be assumed that all construction unrelated to farming is prohibited in an agricultural and forest area. - Land-use zone: A classification that restricts land use, building scale, and other matters.
- Land category: The type registered in the land register, such as field, rice paddy, building site, or forest land.
- Building coverage ratio: The ratio of the building area to the site area.
- Floor area ratio: The ratio of the total floor area calculated by law to the site area.

## Conditions for Farmland and Permit Zones

Farmland and land transaction permit zones require separate acquisition conditions to be checked. Having the purchase funds ready does not by itself satisfy the acquisition requirements. If you plan to build, review the requirements for acquisition and use separately.

As a rule, the Farmland Act allows farmland to be owned by those who will use it for their own agricultural management. The law also provides exceptions. Within a permit zone, check which transactions require permission under the designation notice. Land transaction permission does not replace a building permit. Whether the land can be used for the stated purpose of acquisition must also be reviewed separately. ## How to Check Land Prices and Development Plans

The starting point for assessing land prices is comparison with actual transactions involving similar conditions. The market price cannot be determined by multiplying the officially assessed land price by a fixed factor. The officially assessed land price is a public value also used for administrative purposes such as taxation. 1. Find nearby transactions in the Ministry of Land, Infrastructure and Transport's Actual Transaction Price Disclosure System.
2. Check the transaction date and area.
3. Compare whether the land-use zone, road conditions, shape, and slope are similar.
4. Distinguish transactions involving entire parcels from those involving shares.
5. Visit the site and compare the records with the actual conditions.
6. If there are too few comparable cases, consider further review, such as an appraisal.

Actual transaction prices are the prices of reported past transactions. They do not guarantee the price at which the land can currently be sold. The existence of an official plan does not make returns certain. The project schedule and the parcel's usability are separate matters. Also review whether the anticipated development benefits are already reflected in the purchase price.

## Holding Costs and Sale Plans When Development Is Delayed

Whether you can continue to hold the land if development is delayed is one part of assessing a land investment. If you calculate only the gain on sale, it is easy to overlook the cash needed in the meantime. First prepare a schedule of expenses through the expected sale date.

For evaluation purposes, net profit or loss begins with the sum of the sale proceeds and income earned during the holding period. Subtract the purchase price and related expenses from this amount. This is an investment analysis calculation and differs from gains on transfer under tax law. Check tax rates and deductions based on the actual transaction conditions.

Include loan principal repayments in a separate cash outflow schedule. If you have already included the purchase price, do not deduct the principal again as an expense. If there is no rental income, holding costs must be covered with other funds. Check whether this cash flow remains feasible under a development delay scenario.

- Write down who could buy the land in its current condition.
- Check how the land can be used even if development does not proceed.
- Calculate the expenses you will need to cover if the sale is delayed.
- Compare the loan maturity date with when you will need funds for living expenses.

Adding land may tie up even more funds within the real estate asset class. Holding apartments and land together does not automatically create diversification. Check whether they depend on the same area or development expectations.

## Order for Checking Documents Before Signing a Contract

Set the contract terms after checking the rights and possible uses. It is difficult to determine on-site conditions from online maps alone. When contacting the relevant department, provide both the exact lot number and the intended use.

1. Confirm the lot number provided by the seller and the rights being transacted.
2. Check the certificate of registered matters for the owner, collateral, and other rights.
3. Compare the area, land category, and boundaries in the land register and cadastral map.
4. Check land-use restrictions and related notices on Land Eum.
5. Inspect the access road, slope, drainage, and occupancy status on site.
6. Ask the relevant local authority whether the acquisition requirements are met and the planned use is possible.
7. Review the contractual conditions for obtaining required permits and resolving rights issues.

### Is land investment only possible if you have a lot of money?
The purchase price varies depending on the parcel's location, area, and conditions of use. It is difficult to specify a uniform minimum investment amount. For low-priced listings, first check whether you are buying full ownership or a co-ownership interest.

### Do apartments sell faster than land?
When there are many comparable listings and transaction records, it is easier to compare prices. However, apartment sales can also be delayed depending on local demand and the asking price. The time required to sell cannot be determined based solely on the type of asset.

### Are land prices stable because there are few transactions?
The fact that there are few transactions is not evidence of price stability. It may be difficult to determine the price that current buyers are willing to pay. There is also a risk that you may not find a buyer when needed.

### Does having a Land Use Plan Confirmation mean I can build?
The confirmation is not a building permit. The permits and approvals required for the planned use and scale must be reviewed separately. The confirmation map on Land Eum also cannot be used for surveying.

### Is land inexpensive if purchased at an auction or public sale?
Land cannot be considered below fair value simply because it is sold at an auction or public sale. First check the terms of sale and any rights you must assume. Compare properties based on the total amount invested, including use restrictions and additional costs.

### Can buying land diversify the risks of apartment investment?
The concentration of funds in real estate as a whole may increase. If you depend on the same area or development plan, risks may overlap. Also review your cash holdings and debt repayment schedule.
