LH Happy Housing notices can be divided into regular recruitment, which announces multiple regions or complexes together during a particular period, and rolling recruitment conducted separately by specific complexes due to vacancies, contract cancellations, shortages of reserve candidates, and other reasons.

Even if the title includes “integrated,” “regular,” or “relaxed eligibility,” this does not mean that all existing Happy Housing criteria are the same. In particular, recruitment with relaxed eligibility may ease income, period, regional, and other requirements compared with the general priority categories, but the scope of relaxation and selection order vary by notice.
As of August 18, 2026, applicants must base their decisions on the notice and attachments for the relevant region posted on LH Subscription Plus, rather than search result summaries or previous notices. The notice date, application date, document submission date, and winner announcement date may all be different.
Step 2: Check the Applicant Type and Basic Eligibility
Happy Housing applies different age, marital status, employment period, and household member criteria depending on the applicant type. The information below describes the general assessment structure, and the final requirements must follow the “Application Eligibility” section of the notice for which you are applying.

The Scope of the No-Home-Ownership Requirement Varies by Applicant Type
Applicant types described in the notice as an “individual without home ownership” and those described as a “member of a household without home ownership” may have different assessment scopes. The former focuses on the applicant, while the latter also reviews whether the spouse and household members defined in the notice own a home or presale or occupancy rights.
Even if you have sold a home, you must verify whether the transfer of ownership was completed before the notice date. If an exceptional determination is required for presale rights, occupancy rights, shared ownership interests, or inherited homes, do not independently conclude that you do not own a home. Instead, check the home ownership assessment criteria in the notice and LH guidance.
Check the Income and Asset Figures in the Notice
Happy Housing applies a specified percentage of the average monthly income of urban workers by household size, depending on the applicant type and number of household members. Maximum total asset and vehicle value limits may also vary by the applicable year and supply type.
Therefore, amounts stated in previous notices must not be applied unchanged to 2026 recruitment. Check the following items in the relevant notice:
- Income threshold percentage for each applicant type
- Whether a separate standard applies to dual-income households
- Conditions for including an unborn child in the household size
- How real estate, financial assets, other assets, and liabilities are treated when calculating total assets
- Vehicle value criteria and exclusion conditions for vehicles for people with disabilities and others

Step 3: Review Resident Registration, Health Insurance, and Separate Household Status
Does Separating Your Household Automatically Make You a One-Person Household?
Registering at a separate address does not mean that parents or a spouse will always be excluded from the Happy Housing assessment. University students may be subject to a structure that assesses their parents’ income as well, and a spouse may be included in the applicant household even if living at a separate address. Engaged couples may also have both individuals’ income, assets, and home ownership assessed together.
Conversely, not every cohabitant becomes a household member for assessment purposes merely because they are registered at the same address. Household members are determined according to the definitions and family relationships specified in the notice.
If You Are a Dependent Under Health Insurance, Is Eligibility Determined Solely by Your Parents’ Income?
Dependent status under health insurance does not independently determine Happy Housing eligibility. Public housing eligibility investigations are conducted by checking the income and assets of the household members specified in the notice through systems such as the Social Security Information System. Because registered dependent status and the actual household member determination may differ, check whether the information in the following documents is consistent:
